Nice. I did one similar (we probably all do). I've hidden them (STATE & SDSU Collegiate) here, but you can still get them from my fonts site at font-journal.com (or just see them, there). I have not carried out the character set like you did, though, and you even made it CC0... WOW, cool. Lots of work, there, I know.
In a small cap or all capitals font, the accent on the ď and ť should still match it's capital counterpart...

Cool. Approved it at Font-Journal. Make sure it looks good for you, I had to edit it to reflect the license you sent with it (the archive license said Creative Commons Public Domain Dedication, so I switched it from Personal Use Only because I pride myself in showing good fonts that my clients can use commercially in logos, as web fonts, etc...).
