I have been experimenting with different filters for this, and I think that one is exactly what I was going for!

Here's the process : I didn't use a filter, but I duplicated the text three times, changed the colour of each clone, and then slightly move them (the blue and the red upward and backward, the yellow downward and forward).

the image creates different effects and different distances and angles.

Do you know the font named "Doppler" designed by Glitch ? It really has the same blur effect but with a different basic shape. You can find it on Dafont
