Is there a single Noto font that supports all Unicode?
There is no single universal "Noto font". One OpenType font can only hold 65,535 glyphs, and one Unicode character often needs more than one glyph. The Noto collection supports many more characters that can fit into one font. There are also additional technical limitations that makes creating a single global font impossible.

Note: While FontDICTSelect format 4 allows for more than 65,535 glyphs, other parts of the OpenType format, such as the numGlyphs field of the 'maxp' table, are still constrained to 65,535 glyphs.

Which means that more than 65535 glyphs in a font file does exist, but still, Opentype and TrueType still limit to 65535 glyphs
@digitalio-2 and i forgot to say that, i thought the comment you posted (you really can't) was something mean, as in "erm you can't make a good unicode font!!! just give up and make a non-unicode font", so that's why i said "due to motivation".
