however, if you modify a GPL-licensed font that includes ALL the characters from the original font, then your modified font MUST be licensed in GPL.

“isn’t the WQY bitmap song licensed in GPL?” yes, that is true. but if you look at a font that is licensed in GPL, then copying it manually, you can change your font license to any.

the only reason for the addition of O-horn is to add vietnamese, which is very unlikely & not disclosed on the font title
