It's decoded or encoded by drawing a 3x3 grid(#) and an X. Put two letters in each. Top-bottom left-right for the grid, and clockwise for the X. Draw the outline of the section. Draw a dot in the middle for the second letter, or leave it blank for the first. Or, you can use this. That would be easier.

Only supports capital English characters, A-Z.]]></description>
